Why did God let Israel go hungry in the wilderness?
God fed Israel with manna every morning for forty years, and Moses explains why the hunger came first: it was a lesson, teaching them that man does not live by bread alone but by every word from God's mouth. Deuteronomy also warns that fullness is more dangerous than hunger, because plenty makes us forget.

What the Scripture says
A day's portion, every day
God rains bread from the sky with a stated purpose: that the people may be tested, whether they will walk in His law. They are to gather an omer a head and leave none until morning, and those who tried to stockpile found it bred worms. Each morning the bread came again and melted when the sun grew hot. Daily dependence was built into the menu.
Then Yahweh said to Moses, “Behold, I will rain bread from the sky for you, and the people shall go out and gather a day’s portion every day, that I may test them, whether they will walk in my law, or not. Then said the Lord unto Moses, Behold, I will rain bread from heaven for you; and the people shall go out and gather a certain rate every day, that I may prove them, whether they will walk in my law, or no.
This is the thing which Yahweh has commanded: “Gather of it everyone according to his eating; an omer a head, according to the number of your persons, you shall take it, every man for those who are in his tent.” The children of Israel did so, and gathered some more, some less. When they measured it with an omer, he who gathered much had nothing over, and he who gathered little had no lack. They gathered every man according to his eating. Moses said to them, “Let no one leave of it until the morning.” Notwithstanding they didn’t listen to Moses, but some of them left of it until the morning, and it bred worms, and became foul: and Moses was angry with them. They gathered it morning by morning, everyone according to his eating. When the sun grew hot, it melted. This is the thing which the Lord hath commanded, Gather of it every man according to his eating, an omer for every man, according to the number of your persons; take ye every man for them which are in his tents. And the children of Israel did so, and gathered, some more, some less. And when they did mete it with an omer, he that gathered much had nothing over, and he that gathered little had no lack; they gathered every man according to his eating. And Moses said, Let no man leave of it till the morning. Notwithstanding they hearkened not unto Moses; but some of them left of it until the morning, and it bred worms, and stank: and Moses was wroth with them. And they gathered it every morning, every man according to his eating: and when the sun waxed hot, it melted.
The hunger was the lesson
Moses explains the whole arrangement: God humbled them, and allowed them to be hungry, and fed them with manna they had never known, 'that he might teach you that man does not live by bread only, but man lives by every word that proceeds out of Yahweh's mouth.' The hunger was not neglect; it was instruction, and the bread was the illustration.
You shall remember all the way which Yahweh your God has led you these forty years in the wilderness, that he might humble you, to prove you, to know what was in your heart, whether you would keep his commandments, or not. He humbled you, and allowed you to be hungry, and fed you with manna, which you didn’t know, neither did your fathers know; that he might teach you that man does not live by bread only, but man lives by every word that proceeds out of Yahweh’s mouth. Your clothing didn’t grow old on you, neither did your foot swell, these forty years. And thou shalt remember all the way which the Lord thy God led thee these forty years in the wilderness, to humble thee, and to prove thee, to know what was in thine heart, whether thou wouldest keep his commandments, or no. And he humbled thee, and suffered thee to hunger, and fed thee with manna, which thou knewest not, neither did thy fathers know; that he might make thee know that man doth not live by bread only, but by every word that proceedeth out of the mouth of the Lord doth man live. Thy raiment waxed not old upon thee, neither did thy foot swell, these forty years.
Beware the full stomach
The danger Moses warns about comes afterwards, not during the hunger. When you have eaten and are full, and built fine houses, and your herds and silver and gold have multiplied, then your heart might be lifted up and you forget Yahweh who brought you out of Egypt. The temptation is to say that your own power and hand got you the wealth. Prosperity, not poverty, is where the remembering gets hard.
Beware lest you forget Yahweh your God, in not keeping his commandments, and his ordinances, and his statutes, which I command you this day; lest, when you have eaten and are full, and have built fine houses, and lived in them; and when your herds and your flocks multiply, and your silver and your gold is multiplied, and all that you have is multiplied; then your heart might be lifted up, and you forget Yahweh your God, who brought you out of the land of Egypt, out of the house of bondage; who led you through the great and terrible wilderness, with fiery serpents and scorpions, and thirsty ground where there was no water; who poured water for you out of the rock of flint; who fed you in the wilderness with manna, which your fathers didn’t know; that he might humble you, and that he might prove you, to do you good at your latter end: and lest you say in your heart, “My power and the might of my hand has gotten me this wealth.” But you shall remember Yahweh your God, for it is he who gives you power to get wealth; that he may establish his covenant which he swore to your fathers, as at this day.Beware that thou forget not the Lord thy God, in not keeping his commandments, and his judgments, and his statutes, which I command thee this day: Lest when thou hast eaten and art full, and hast built goodly houses, and dwelt therein; And when thy herds and thy flocks multiply, and thy silver and thy gold is multiplied, and all that thou hast is multiplied; Then thine heart be lifted up, and thou forget the Lord thy God, which brought thee forth out of the land of Egypt, from the house of bondage; Who led thee through that great and terrible wilderness, wherein were fiery serpents, and scorpions, and drought, where there was no water; who brought thee forth water out of the rock of flint; Who fed thee in the wilderness with manna, which thy fathers knew not, that he might humble thee, and that he might prove thee, to do thee good at thy latter end; And thou say in thine heart, My power and the might of mine hand hath gotten me this wealth. But thou shalt remember the Lord thy God: for it is he that giveth thee power to get wealth, that he may establish his covenant which he sware unto thy fathers, as it is this day.
Jesus takes up the wilderness text
After fasting forty days Jesus is hungry, and the tempter suggests He turn stones to bread. He answers with this verse: man shall not live by bread alone, but by every word that proceeds out of the mouth of God. Later He tells a crowd that their fathers ate manna in the wilderness and died, and that He Himself is the living bread which came down out of heaven.
When he had fasted forty days and forty nights, he was hungry afterward. The tempter came and said to him, “If you are the Son of God, command that these stones become bread.” But he answered, “It is written, ‘Man shall not live by bread alone, but by every word that proceeds out of the mouth of God.’”And when he had fasted forty days and forty nights, he was afterward an hungred. And when the tempter came to him, he said, If thou be the Son of God, command that these stones be made bread. But he answered and said, It is written, Man shall not live by bread alone, but by every word that proceedeth out of the mouth of God.
Our fathers ate the manna in the wilderness. As it is written, ‘He gave them bread out of heaven to eat.’” Jesus therefore said to them, “Most certainly, I tell you, it wasn’t Moses who gave you the bread out of heaven, but my Father gives you the true bread out of heaven. For the bread of God is that which comes down out of heaven, and gives life to the world.” They said therefore to him, “Lord, always give us this bread.” Jesus said to them, “I am the bread of life. He who comes to me will not be hungry, and he who believes in me will never be thirsty. Our fathers did eat manna in the desert; as it is written, He gave them bread from heaven to eat. Then Jesus said unto them, Verily, verily, I say unto you, Moses gave you not that bread from heaven; but my Father giveth you the true bread from heaven. For the bread of God is he which cometh down from heaven, and giveth life unto the world. Then said they unto him, Lord, evermore give us this bread. And Jesus said unto them, I am the bread of life: he that cometh to me shall never hunger; and he that believeth on me shall never thirst.
Your fathers ate the manna in the wilderness, and they died. This is the bread which comes down out of heaven, that anyone may eat of it and not die. I am the living bread which came down out of heaven. If anyone eats of this bread, he will live forever. Yes, the bread which I will give for the life of the world is my flesh.”Your fathers did eat manna in the wilderness, and are dead. This is the bread which cometh down from heaven, that a man may eat thereof, and not die. I am the living bread which came down from heaven: if any man eat of this bread, he shall live for ever: and the bread that I will give is my flesh, which I will give for the life of the world.
