Why did Israel wander for forty years?
Israel reached the edge of the promised land and refused to go in, because ten spies reported giants and the people did not believe God. The sentence was one year for each day of spying: forty years in the wilderness, until that generation died. The New Testament treats it as the standing warning against an unbelieving heart.
This question arose from studying What did the sacrificial system teach Israel?.

What the Scripture says
Two reports about one good land
The spies agree on the land: it is good, flowing with milk and honey. Then ten of them describe walled cities and men of great stature, and say they were like grasshoppers in their own sight. Caleb answers in a single sentence: 'Let us go up at once, and possess it; for we are well able to overcome it!' The difference is not the facts but what they believed about God.
They told him, and said, “We came to the land where you sent us. Surely it flows with milk and honey, and this is its fruit. However the people who dwell in the land are strong, and the cities are fortified and very large. Moreover, we saw the children of Anak there. Amalek dwells in the land of the South. The Hittite, the Jebusite, and the Amorite dwell in the hill country. The Canaanite dwells by the sea, and along the side of the Jordan.” Caleb stilled the people before Moses, and said, “Let us go up at once, and possess it; for we are well able to overcome it!” But the men who went up with him said, “We aren’t able to go up against the people; for they are stronger than we.” They brought up an evil report of the land which they had spied out to the children of Israel, saying, “The land, through which we have gone to spy it out, is a land that eats up its inhabitants; and all the people who we saw in it are men of great stature. There we saw the Nephilim, the sons of Anak, who come from the Nephilim. We were in our own sight as grasshoppers, and so we were in their sight.”And they told him, and said, We came unto the land whither thou sentest us, and surely it floweth with milk and honey; and this is the fruit of it. Nevertheless the people be strong that dwell in the land, and the cities are walled, and very great: and moreover we saw the children of Anak there. The Amalekites dwell in the land of the south: and the Hittites, and the Jebusites, and the Amorites, dwell in the mountains: and the Canaanites dwell by the sea, and by the coast of Jordan. And Caleb stilled the people before Moses, and said, Let us go up at once, and possess it; for we are well able to overcome it. But the men that went up with him said, We be not able to go up against the people; for they are stronger than we. And they brought up an evil report of the land which they had searched unto the children of Israel, saying, The land, through which we have gone to search it, is a land that eateth up the inhabitants thereof; and all the people that we saw in it are men of a great stature. And there we saw the giants, the sons of Anak, which come of the giants: and we were in our own sight as grasshoppers, and so we were in their sight.
Caleb stilled the people before Moses, and said, “Let us go up at once, and possess it; for we are well able to overcome it!”And Caleb stilled the people before Moses, and said, Let us go up at once, and possess it; for we are well able to overcome it.
The unbelief was against God, not the Canaanites
God's question goes to the root: how long will this people despise Me and not believe Me, for all the signs I have worked among them? Joshua and Caleb tear their clothes and tell the people not to rebel or fear, because Yahweh is with them. Refusing to enter the land was not caution; it was calling God a liar about His own promise.
Joshua the son of Nun and Caleb the son of Jephunneh, who were of those who spied out the land, tore their clothes. They spoke to all the congregation of the children of Israel, saying, “The land, which we passed through to spy it out, is an exceeding good land. If Yahweh delights in us, then he will bring us into this land, and give it to us; a land which flows with milk and honey. Only don’t rebel against Yahweh, neither fear the people of the land; for they are bread for us. Their defense is removed from over them, and Yahweh is with us. Don’t fear them.” But all the congregation threatened to stone them with stones. Yahweh’s glory appeared in the Tent of Meeting to all the children of Israel. Yahweh said to Moses, “How long will this people despise me? and how long will they not believe in me, for all the signs which I have worked among them? And Joshua the son of Nun, and Caleb the son of Jephunneh, which were of them that searched the land, rent their clothes: And they spake unto all the company of the children of Israel, saying, The land, which we passed through to search it, is an exceeding good land. If the Lord delight in us, then he will bring us into this land, and give it us; a land which floweth with milk and honey. Only rebel not ye against the Lord, neither fear ye the people of the land; for they are bread for us: their defence is departed from them, and the Lord is with us: fear them not. But all the congregation bade stone them with stones. And the glory of the Lord appeared in the tabernacle of the congregation before all the children of Israel. And the Lord said unto Moses, How long will this people provoke me? and how long will it be ere they believe me, for all the signs which I have shewed among them?
Moses appeals to God's name, and the sentence falls
Moses asks what the nations will say, and appeals to God's own self-description as slow to anger and abundant in loving kindness. God pardons, and then the sentence is pronounced: the generation that refused will not enter, one year for each of the forty days of spying, and their children will wander until they are consumed. Forgiveness and consequence are not the same thing.
Moses said to Yahweh, “Then the Egyptians will hear it; for you brought up this people in your might from among them. They will tell it to the inhabitants of this land. They have heard that you Yahweh are in the midst of this people; for you Yahweh are seen face to face, and your cloud stands over them, and you go before them, in a pillar of cloud by day, and in a pillar of fire by night. Now if you killed this people as one man, then the nations which have heard the fame of you will speak, saying, ‘Because Yahweh was not able to bring this people into the land which he swore to them, therefore he has slain them in the wilderness.’ Now please let the power of the Lord be great, according as you have spoken, saying, ‘Yahweh is slow to anger, and abundant in loving kindness, forgiving iniquity and disobedience; and that will by no means clear the guilty, visiting the iniquity of the fathers on the children, on the third and on the fourth generation.’ Please pardon the iniquity of this people according to the greatness of your loving kindness, and according as you have forgiven this people, from Egypt even until now.” Yahweh said, “I have pardoned according to your word:And Moses said unto the Lord, Then the Egyptians shall hear it, (for thou broughtest up this people in thy might from among them;) And they will tell it to the inhabitants of this land: for they have heard that thou Lord art among this people, that thou Lord art seen face to face, and that thy cloud standeth over them, and that thou goest before them, by day time in a pillar of a cloud, and in a pillar of fire by night. Now if thou shalt kill all this people as one man, then the nations which have heard the fame of thee will speak, saying, Because the Lord was not able to bring this people into the land which he sware unto them, therefore he hath slain them in the wilderness. And now, I beseech thee, let the power of my Lord be great, according as thou hast spoken, saying, The Lord is longsuffering, and of great mercy, forgiving iniquity and transgression, and by no means clearing the guilty, visiting the iniquity of the fathers upon the children unto the third and fourth generation. Pardon, I beseech thee, the iniquity of this people according unto the greatness of thy mercy, and as thou hast forgiven this people, from Egypt even until now. And the Lord said, I have pardoned according to thy word:
Your dead bodies shall fall in this wilderness; and all who were numbered of you, according to your whole number, from twenty years old and upward, who have murmured against me, surely you shall not come into the land, concerning which I swore that I would make you dwell therein, except Caleb the son of Jephunneh, and Joshua the son of Nun. But your little ones, that you said should be captured or killed, them I will bring in, and they shall know the land which you have rejected. But as for you, your dead bodies shall fall in this wilderness. Your children shall be wanderers in the wilderness forty years, and shall bear your prostitution, until your dead bodies are consumed in the wilderness. After the number of the days in which you spied out the land, even forty days, for every day a year, you will bear your iniquities, even forty years, and you will know my alienation.’Your carcases shall fall in this wilderness; and all that were numbered of you, according to your whole number, from twenty years old and upward, which have murmured against me, Doubtless ye shall not come into the land, concerning which I sware to make you dwell therein, save Caleb the son of Jephunneh, and Joshua the son of Nun. But your little ones, which ye said should be a prey, them will I bring in, and they shall know the land which ye have despised. But as for you, your carcases, they shall fall in this wilderness. And your children shall wander in the wilderness forty years, and bear your whoredoms, until your carcases be wasted in the wilderness. After the number of the days in which ye searched the land, even forty days, each day for a year, shall ye bear your iniquities, even forty years, and ye shall know my breach of promise.
Caleb wholly followed, and asked for the hill
Two men of that generation entered the land. Caleb had followed Yahweh wholeheartedly, and forty-five years later, at eighty-five, he came to Joshua and asked for the very hill country where the Anakim were, the giants that had terrified the spies. Nothing had changed except that he still believed God.
But my servant Caleb, because he had another spirit with him, and has followed me fully, him I will bring into the land into which he went. His seed shall possess it.But my servant Caleb, because he had another spirit with him, and hath followed me fully, him will I bring into the land whereinto he went; and his seed shall possess it.
surely you shall not come into the land, concerning which I swore that I would make you dwell therein, except Caleb the son of Jephunneh, and Joshua the son of Nun.Doubtless ye shall not come into the land, concerning which I sware to make you dwell therein, save Caleb the son of Jephunneh, and Joshua the son of Nun.
“Now, behold, Yahweh has kept me alive, as he spoke, these forty-five years, from the time that Yahweh spoke this word to Moses, while Israel walked in the wilderness. Now, behold, I am eighty-five years old, today. As yet I am as strong today as I was in the day that Moses sent me: as my strength was then, even so is my strength now for war, to go out and to come in. Now therefore give me this hill country, of which Yahweh spoke in that day; for you heard in that day how the Anakim were there, and great and fortified cities. It may be that Yahweh will be with me, and I shall drive them out, as Yahweh spoke.”And now, behold, the Lord hath kept me alive, as he said, these forty and five years, even since the Lord spake this word unto Moses, while the children of Israel wandered in the wilderness: and now, lo, I am this day fourscore and five years old. As yet I am as strong this day as I was in the day that Moses sent me: as my strength was then, even so is my strength now, for war, both to go out, and to come in. Now therefore give me this mountain, whereof the Lord spake in that day; for thou heardest in that day how the Anakims were there, and that the cities were great and fenced: if so be the Lord will be with me, then I shall be able to drive them out, as the Lord said.
The wilderness becomes a warning
Psalm 95 pleads with the present generation: today, if you hear His voice, do not harden your hearts as at Meribah. Hebrews takes up the psalm and applies it directly to the church, naming the danger as an evil heart of unbelief, and pointing out that they failed to enter because of unbelief, not weakness. Paul adds that these things happened as examples written for our admonition.
for he is our God. We are the people of his pasture, and the sheep in his care. Today, oh that you would hear his voice! Don’t harden your heart, as at Meribah, as in the day of Massah in the wilderness, when your fathers tempted me, tested me, and saw my work. Forty long years I was grieved with that generation, and said, “It is a people that errs in their heart. They have not known my ways.” Therefore I swore in my wrath, “They won’t enter into my rest.”For he is our God; and we are the people of his pasture, and the sheep of his hand. To day if ye will hear his voice, Harden not your heart, as in the provocation, and as in the day of temptation in the wilderness: When your fathers tempted me, proved me, and saw my work. Forty years long was I grieved with this generation, and said, It is a people that do err in their heart, and they have not known my ways: Unto whom I sware in my wrath that they should not enter into my rest.
Beware, brothers, lest perhaps there be in any one of you an evil heart of unbelief, in falling away from the living God; but exhort one another day by day, so long as it is called “today”; lest any one of you be hardened by the deceitfulness of sin. For we have become partakers of Christ, if we hold fast the beginning of our confidence firm to the end: while it is said, “Today if you will hear his voice, don’t harden your hearts, as in the rebellion.” For who, when they heard, rebelled? No, didn’t all those who came out of Egypt by Moses? With whom was he displeased forty years? Wasn’t it with those who sinned, whose bodies fell in the wilderness? To whom did he swear that they wouldn’t enter into his rest, but to those who were disobedient? We see that they were not able to enter in because of unbelief.Take heed, brethren, lest there be in any of you an evil heart of unbelief, in departing from the living God. But exhort one another daily, while it is called To day; lest any of you be hardened through the deceitfulness of sin. For we are made partakers of Christ, if we hold the beginning of our confidence stedfast unto the end; While it is said, To day if ye will hear his voice, harden not your hearts, as in the provocation. For some, when they had heard, did provoke: howbeit not all that came out of Egypt by Moses. But with whom was he grieved forty years? was it not with them that had sinned, whose carcases fell in the wilderness? And to whom sware he that they should not enter into his rest, but to them that believed not? So we see that they could not enter in because of unbelief.
Now all these things happened to them by way of example, and they were written for our admonition, on whom the ends of the ages have come. Now all these things happened unto them for ensamples: and they are written for our admonition, upon whom the ends of the world are come.

Why did God let Israel go hungry in the wilderness?→“You shall remember all the way which Yahweh your God has led you these forty years in the wilderness, that he might humble you, to prove you, to know what was in your heart, whether you would keep his commandments, or not. He humbled you, and allowed you to be hungry, and fed you with manna, which you didn’t know, neither did your fathers know; that he might teach you that man does not live by bread only, but man lives by every word that proceeds out of Yahweh’s mouth. And thou shalt remember all the way which the Lord thy God led thee these forty years in the wilderness, to humble thee, and to prove thee, to know what was in thine heart, whether thou wouldest keep his commandments, or no.
