Why did the Spirit wait until Pentecost?
The Spirit came at Pentecost because the gift was tied to Jesus' exaltation: only after He was crucified, risen, and enthroned did the Father pour out the promised Spirit through Him. And Pentecost itself was no accident of timing; it was one of God's appointed feasts, the day Israel celebrated the firstfruits of wheat harvest, now marking the first harvest of a new age.

Jesus commanded the wait, so the timing was His
The disciples were not left to guess. The risen Jesus ordered them not to leave Jerusalem but to 'wait for the promise of the Father,' and Luke records Him saying, 'wait in the city of Jerusalem until you are clothed with power from on high.' The wait was obedience, not absence: the Spirit's coming had a set hour on God's calendar, just as the cross did.
Being assembled together with them, he commanded them, “Don’t depart from Jerusalem, but wait for the promise of the Father, which you heard from me.
Behold, I send out the promise of my Father on you. But wait in the city of Jerusalem until you are clothed with power from on high.”
Pentecost was an appointed feast, not a random date
'When the day of Pentecost had come' means the day arrived by God's own schedule. Pentecost (the feast of weeks) fell fifty days after Passover, when Israel brought 'a new meal offering' and loaves baked with yeast as 'first fruits to Yahweh.' On exactly that day, God offered something new indeed: His own Spirit poured out on all flesh, and a first harvest of three thousand souls in a single day.

You shall bring out of your habitations two loaves of bread for a wave offering made of two tenth parts of an ephah of fine flour. They shall be baked with yeast, for first fruits to Yahweh.
The Spirit could not come until Jesus was glorified
John explains it directly: 'the Holy Spirit was not yet given, because Jesus wasn't yet glorified.' Jesus Himself said, 'if I don't go away, the Counselor won't come to you.' Peter preaches the same order at Pentecost: 'Being therefore exalted by the right hand of God, and having received from the Father the promise of the Holy Spirit, he has poured out this.' The gift waited on the throne; Pentecost is proof the crucified Jesus is now Lord.
But he said this about the Spirit, which those believing in him were to receive. For the Holy Spirit was not yet given, because Jesus wasn’t yet glorified.
The wait trained a people of prayer and unity
What did they do while waiting? 'All these with one accord continued steadfastly in prayer and supplication.' Ten days of waiting bound a frightened band of Galileans into a praying, unified church before a single sermon was preached. The Spirit came upon a people already gathered in one accord, which is why the church was born in prayer and never outgrew its need for it.
Pentecost launched the mission, not just an experience
Jesus framed the promise as power: 'you will receive power when the Holy Spirit has come upon you. You will be witnesses.' Within minutes of receiving the Spirit, the disciples were declaring 'the mighty works of God' in languages they had never learned, Peter was preaching Christ crucified and risen, and three thousand were added. The wait ended when waiting would have become disobedience: the mission needed the Spirit, so the Spirit came.
But you will receive power when the Holy Spirit has come upon you. You will be witnesses to me in Jerusalem, in all Judea and Samaria, and to the uttermost parts of the earth.”
They were all filled with the Holy Spirit, and began to speak with other languages, as the Spirit gave them the ability to speak.
Cretans and Arabians: we hear them speaking in our languages the mighty works of God!”
“Let all the house of Israel therefore know certainly that God has made him both Lord and Christ, this Jesus whom you crucified.” Now when they heard this, they were cut to the heart, and said to Peter and the rest of the apostles, “Brothers, what shall we do?” Peter said to them, “Repent, and be baptized, every one of you, in the name of Jesus Christ for the forgiveness of sins, and you will receive the gift of the Holy Spirit. For the promise is to you, and to your children, and to all who are far off, even as many as the Lord our God will call to himself.”
