What does it mean that God is sovereign?

God is sovereign: He is the King who rules over all creation and history, and He works all things according to the counsel of His will. This is not a cold fate but the rule of a wise and loving Father, who works even evil into good for His people. His sovereignty and our real choices are both true, and its comfort is that nothing is outside His control and nothing can separate us from His love.

What the Scripture says

God is King over all things

The psalmist confesses, 'Yahweh has established his throne in the heavens. His kingdom rules over all,' and Paul blesses 'the God and Father of our Lord Jesus Christ' through whom we were chosen and were 'assigned an inheritance... having been foreordained according to the purpose of him who works all things after the counsel of his will.' From the throne of the universe to the details of our salvation, God rules. There is no corner of existence outside His kingship.

Nebuchadnezzar, after his pride was broken, confessed of God: 'he does according to his will in the army of heaven, and among the inhabitants of the earth; and no one can stay his hand, or ask him, What are you doing?' Isaiah sets the scale: 'All the nations are like nothing before him. They are regarded by him as less than nothing, and vanity.' God is not one ruler among many; He is the King to whom every throne and every heart is answerable.

Daniel 4:35

He works all things for the good of His people

Sovereignty is not distant fate; it is the rule of a Father with a purpose. Paul's promise spans both: 'We know that all things work together for good for those who love God, to those who are called according to his purpose.' Joseph says the same over the worst betrayal imaginable: 'You meant evil against me, but God meant it for good.' Even that which is evil in itself, God bends toward His people's good and His glory.

His sovereignty and our choices are both true

The Bible never pits God's rule against human responsibility; it holds both without flinching. At Pentecost, Peter says Jesus was 'delivered up by the determined counsel and foreknowledge of God' and yet was taken 'by the hand of lawless men,' crucified and killed: God's plan, human guilt, both fully real. Paul commands us to 'work out your own salvation with fear and trembling,' and adds, 'For it is God who works in you both to will and to work, for his good pleasure.' Our choosing is real precisely because God is at work.

Its comfort: nothing is out of His control

Jesus grounds our fearlessness in the Father's sovereign care: 'even the very hairs of your head are all numbered,' and not even a sparrow falls to the ground apart from the Father's will. If God rules the sparrows and numbers our hairs, then every circumstance of our lives is held by Him. Paul's confidence is the last word: nothing, 'neither death, nor life... nor anything else in creation, will be able to separate us from the love of God, which is in Christ Jesus our Lord.' The One who rules all things loves us.
