Do believers have guardian angels?
The Bible does not teach a rigid doctrine of one assigned 'guardian angel' per person, but it does show angels sent by God to guard and serve His people. Scripture speaks of angels who watch over the little ones, minister to those who will inherit salvation, and are deployed by God for our protection. The comfort is not that we each have a personal guardian, but that the God we serve commands His angels to help us, whether or not we ever see them.
This question arose from studying What are angels, and what do they do? and Who is Satan, and what does he do?.

What the Scripture says
Angels are ministering spirits for God's people
Hebrews asks about the angels: 'Aren't they all serving spirits, sent out to do service for the sake of those who will inherit salvation?' And the psalmist says the angel of the Lord encamps around those who fear Him and delivers them. Angels serve God by serving His people; that is their work, and it is for us, even when we cannot see it.
Aren’t they all serving spirits, sent out to do service for the sake of those who will inherit salvation?
Yahweh’s angel encamps around those who fear him, and delivers them.
Praise Yahweh, you angels of his, who are mighty in strength, who fulfill his word, obeying the voice of his word.
God sends them to guard His people
Again and again in Scripture, angels are sent for protection. Daniel could say, 'My God has sent his angel, and has shut the lions' mouths.' An angel woke Peter and led him out of prison, his chains falling off. Paul was told in a storm by an angel of the God he served that he and all who sailed with him would be safe. This is the consistent pattern: God's care, carried by His holy angels.
My God has sent his angel, and has shut the lions’ mouths, and they have not hurt me; because as before him innocence was found in me; and also before you, O king, have I done no hurt.
And behold, an angel of the Lord stood by him, and a light shone in the cell. He struck Peter on the side, and woke him up, saying, “Stand up quickly!” His chains fell off from his hands.
For there stood by me this night an angel, belonging to the God whose I am and whom I serve, saying, ‘Don’t be afraid, Paul. You must stand before Caesar. Behold, God has granted you all those who sail with you.’
For he will put his angels in charge of you, to guard you in all your ways. They will bear you up in their hands, so that you won’t dash your foot against a stone.
Jesus speaks of angels watching over the little ones
Jesus gave the closest thing to 'guardian angel' language in all of Scripture: 'See that you don't despise one of these little ones, for I tell you that in heaven their angels always see the face of my Father who is in heaven.' And Psalm 91 promises that God will put His angels in charge of those who take refuge in Him, to guard them in all their ways. The protection is real, and its source is the Father's care.
See that you don’t despise one of these little ones, for I tell you that in heaven their angels always see the face of my Father who is in heaven.
For he will put his angels in charge of you, to guard you in all your ways. They will bear you up in their hands, so that you won’t dash your foot against a stone.
But angels are servants, not objects of worship
The Bible keeps angels firmly in their place. When John fell down to worship the angel who showed him the revelation, he was told, 'See you don't do it!... Worship God.' Paul also warns against a false humility that worships angels. Angels are mighty, but they are creatures, sent by God and pointing beyond themselves; our trust belongs to God, not to any creature, however glorious.
Now I, John, am the one who heard and saw these things. When I heard and saw, I fell down to worship before the feet of the angel who had shown me these things. He said to me, “See you don’t do it! I am a fellow bondservant with you and with your brothers, the prophets, and with those who keep the words of this book. Worship God.”
Let no one rob you of your prize by a voluntary humility and worshiping of the angels, dwelling in the things which he has not seen, vainly puffed up by his fleshly mind,
Praise Yahweh, you angels of his, who are mighty in strength, who fulfill his word, obeying the voice of his word.
So we rest in God's care, with or without seeing
We are not promised to see the unseen realm, but we are promised its reality. When Elisha's servant was afraid, Elisha prayed that his eyes would be opened, and he saw the mountain full of horses and chariots of fire. The writer of Hebrews even adds that by showing hospitality, some have entertained angels without knowing it. God's care is not limited to what we can perceive: whether He sends angels or simply watches, He is with His people.
Elisha prayed, and said, “Yahweh, please open his eyes, that he may see.” Yahweh opened the eyes of the young man; and he saw: and behold, the mountain was full of horses and chariots of fire around Elisha.
Don’t forget to show hospitality to strangers, for in doing so, some have entertained angels without knowing it.
For he will put his angels in charge of you, to guard you in all your ways.
