Yes. The Bible treats the Holy Spirit as fully God: He is called God directly, shares the divine name, and possesses divine attributes and works. He is a distinct Person, but the same divine essence as the Father and the Son.

Acts 5:1-11
As you read: Watch how Peter equates the Holy Spirit with God in the same breath.
1But a certain man named Ananias, with Sapphira, his wife, sold a possession,
2and kept back part of the price, his wife also being aware of it, and brought a certain part, and laid it at the apostles’ feet.
3But Peter said, “Ananias, why has Satan filled your heart to lie to the Holy Spirit, and to keep back part of the price of the land?
4While you kept it, didn’t it remain your own? After it was sold, wasn’t it in your power? How is it that you have conceived this thing in your heart? You haven’t lied to men, but to God.”
5Ananias, hearing these words, fell down and died. Great fear came on all who heard these things.
6The young men arose and wrapped him up, and they carried him out and buried him.
7About three hours later, his wife, not knowing what had happened, came in.
8Peter answered her, “Tell me whether you sold the land for so much.” She said, “Yes, for so much.”
9But Peter asked her, “How is it that you have agreed together to tempt the Spirit of the Lord? Behold, the feet of those who have buried your husband are at the door, and they will carry you out.”
10She fell down immediately at his feet, and died. The young men came in and found her dead, and they carried her out and buried her by her husband.
11Great fear came on the whole assembly, and on all who heard these things.
Matthew 28:16-20
As you read: Baptism is into the name of the Father, Son, and Holy Spirit: one name shared by three.
16But the eleven disciples went into Galilee, to the mountain where Jesus had sent them.
17When they saw him, they bowed down to him, but some doubted.
18Jesus came to them and spoke to them, saying, “All authority has been given to me in heaven and on earth.
19Go,and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit,
20teaching them to observe all things that I commanded you. Behold, I am with you always, even to the end of the age.” Amen.
1 Corinthians 2:10-16
As you read: Only God knows God's depths, and the Spirit searches them.
10But to us, God revealed them through the Spirit. For the Spirit searches all things, yes, the deep things of God.
11For who among men knows the things of a man, except the spirit of the man, which is in him? Even so, no one knows the things of God, except God’s Spirit.
12But we received, not the spirit of the world, but the Spirit which is from God, that we might know the things that were freely given to us by God.
13Which things also we speak, not in words which man’s wisdom teaches, but which the Holy Spirit teaches, comparing spiritual things with spiritual things.
14Now the natural man doesn’t receive the things of God’s Spirit, for they are foolishness to him, and he can’t know them, because they are spiritually discerned.
15But he who is spiritual discerns all things, and he himself is judged by no one.
16“For who has known the mind of the Lord, that he should instruct him?” But we have Christ’s mind.
Genesis 1:1-3
As you read: The Spirit of God is present at the very beginning, hovering over creation.
1In the beginning, God created the heavens and the earth.
2The earth was formless and empty. Darkness was on the surface of the deep and God’s Spirit was hovering over the surface of the waters.
3God said, “Let there be light,” and there was light.
When Ananias lied about the price of the land, Peter said: 'Why has Satan filled your heart to lie to the Holy Spirit… You haven't lied to men, but to God.' The equation is explicit and unmistakable: to deceive the Holy Spirit is to deceive God.
“But Peter said, “Ananias, why has Satan filled your heart to lie to the Holy Spirit, and to keep back part of the price of the land? While you kept it, didn’t it remain your own? After it was sold, wasn’t it in your power? How is it that you have conceived this thing in your heart? You haven’t lied to men, but to God.””Acts 5:3-4
Jesus commanded baptism 'in the name of the Father and of the Son and of the Holy Spirit': a single name shared by all three. Paul's benediction likewise places the grace of Christ, the love of God, and the fellowship of the Spirit side by side as the one source of every blessing.

The Spirit is called 'the eternal Spirit'; the psalmist asks 'Where could I go from your Spirit?' He is everywhere; and Paul says the Spirit searches all things, even the deep things of God, knowing the mind of God as only God can.

“Where could I go from your Spirit? Or where could I flee from your presence? If I ascend up into heaven, you are there. If I make my bed in Sheol, behold, you are there! The Spirit hovered over creation, He gives new birth, and He will raise our mortal bodies. Regeneration, being born again, is His work, and the resurrection itself is attributed to Him. These are works only God can do.

“Jesus answered, “Most certainly I tell you, unless one is born of water and spirit, he can’t enter into the Kingdom of God! That which is born of the flesh is flesh. That which is born of the Spirit is spirit. Don’t marvel that I said to you, ‘You must be born anew.’ The windblows where it wants to, and you hear its sound, but don’t know where it comes from and where it is going. So is everyone who is born of the Spirit.””John 3:5-8
“But if the Spirit of him who raised up Jesus from the dead dwells in you, he who raised up Christ Jesus from the dead will also give life to your mortal bodies through his Spirit who dwells in you.”Romans 8:11
Being God does not mean being the Father or the Son. The Spirit is sent by the Father at the Son's request; He proceeds from the Father and testifies about the Son. He is a Person in eternal relationship, not a mode or a mask.
“I will pray to the Father, and he will give you another Counselor, that he may be with you forever,— the Spirit of truth, whom the world can’t receive; for it doesn’t see him, neither knows him. You know him, for he lives with you, and will be in you.”John 14:16-17
““When the Counselorhas come, whom I will send to you from the Father, the Spirit of truth, who proceeds from the Father, he will testify about me.”John 15:26
