What is the difference between being born again and being baptized?

Being born again is the Spirit's work of giving new life within; baptism is the water sign of that new life, given to believers, by which they are publicly joined to Christ in His death and resurrection. One is the reality God does in the heart; the other is the sign that declares it to the world.

The new birth is the Spirit's work in the heart

Jesus told Nicodemus that no one can see or enter the kingdom of God without being born again: born of water and the Spirit, like the wind, unseen and real. John adds that God's children are born not of blood or human will, but of God. Nothing you do produces it; it is a birth you receive.

Jesus answered him, “Most certainly, I tell you, unless one is born anew, he can’t see the Kingdom of God.”
John 3:3
Jesus answered, “Most certainly I tell you, unless one is born of water and spirit, he can’t enter into the Kingdom of God! That which is born of the flesh is flesh. That which is born of the Spirit is spirit.
John 3:5-6

Baptism is the sign and confession of that new life

Peter preached: 'Repent, and be baptized, every one of you, in the name of Jesus Christ for the forgiveness of sins, and you will receive the gift of the Holy Spirit.' Those who received the word were baptized the same day. Baptism is the water sign of cleansing and of being joined to Christ: Paul describes it as being buried with Christ and raised to walk in newness of life, and as putting on Christ.

Peter said to them, “Repent, and be baptized, every one of you, in the name of Jesus Christ for the forgiveness of sins, and you will receive the gift of the Holy Spirit.

Faith comes first; baptism follows

Everywhere in Acts, faith leads and baptism follows. The Samaritans believed the good news and were baptized; even there, the Spirit came upon them only afterward. The eunuch asked what could keep him from the water after believing; and Cornelius and his household received the Spirit while Peter was still speaking and were baptized immediately after. The order can flex, but the direction never does: baptism is for those who have believed.

But when they believed Philip preaching good news concerning the Kingdom of God and the name of Jesus Christ, they were baptized, both men and women.
Acts 8:12
for as yet he had fallen on none of them. They had only been baptized in the name of Christ Jesus.

As they went on the way, they came to some water, and the eunuch said, “Behold, here is water. What is keeping me from being baptized?”

The sign points to the reality, it does not replace it

Peter explains: baptism is a symbol that saves you, 'not the putting away of the filth of the flesh, but the answer of a good conscience toward God.' The water does not wash away sin; it pictures the cleansing Christ gives through faith in His death and resurrection. When Paul speaks of being saved through the washing of regeneration and renewal by the Holy Spirit, it is the Spirit's renewing work, not the water, that washes. The sign is precious; the reality it declares is what saves.

This is a symbol of baptism, which now saves you—not the putting away of the filth of the flesh, but the answer of a good conscience toward God, through the resurrection of Jesus Christ,
1 Peter 3:21

One new life, one baptism

Paul names the great unities of the faith: 'one Lord, one faith, one baptism.' There are not many ways to be born again, and there is not one baptism for one kind of person and another for a different kind. All who belong to Christ share the same new birth and confess it in the same baptism, into the same body by the same Spirit.
